About 11 million Volkswagen diesel cars manufactured with software designed to fool emissions tests will be recalled. The auto company’s stock has fallen by about 25 percent in the week since the fraud was revealed, and on this week CEO Martin Winterkorn resigned, saying the responsibility is his even though he didn’t know anything about any wrongdoing.
