How the ARMA IGIM 2.1 Framework Manages Information Governance

The ARMA Information Governance Implementation Model 2.1 is a framework designed to help organizations implement and manage their information governance programs. ARMA International, an association for records management professionals, developed the framework.

According to an article by Robinson+Cole’s Kathryn Rattigan and Jim Merrifield, the ARMA IGIM 2.1 framework ensures data quality and accessibility, and supports compliance and AI-readiness.

In meeting the increasing need for robust data governance, the IGIM framework offers a comprehensive roadmap for building information governance programs. At the heart of the framework are eight interconnected domains that provide a structured foundation for effective information governance: Steering Committee, Authorities, Support Functions, Procedural Framework, Capabilities, Information Lifecycle, Architecture, and Infrastructure. These domains are designed to ensure that data remains secure, usable, and well-managed throughout its lifecycle. 

The foundational elements include a cross-functional steering committee; internal policies and external regulations to guide AI initiatives; and support functions such as training, project management, and communication. These components ensure buy-in across departments and establish shared accountability, creating an environment where AI can be deployed responsibly.

To operationalize the information governance program, a procedural framework ensures clean, structured data to train the organization’s AI systems. Consistent policies, roles, and accountability measures are needed to prevent AI’s misinterpretation of data. Equally important are defining retention schedules, ensuring AI models are trained on relevant data, and reducing errors. 

As organizations scale, the final pillars of the framework—architecture, infrastructure, and continuous improvement—ensure that the IGIM program remains adaptable. From cloud storage that supports large training datasets to scheduled audits that respond to evolving regulations, these elements position the IGIM framework as a future-ready solution.
