Competitors are joining up over issues of mutual concern, like taxation, immigration and budget policy. They favor relatively cheap strategies, like web sites and “citizen engagement” instead of closed-door meetings, and they are generally short-lived, lasting only as long as the issue is on the front burner. They come to you, says one consultant — “they” meaning legislators and the media — and get all the information they need “with just a few clicks.”
