Does The Conflict-Minerals Law Hurt African Miners?

Many companies will soon be fulfilling their SEC requirement to report on whether mining of certain minerals in their supply chain has fueled the continuing conflicts in Central Africa. The requirement, part of Dodd-Frank and a legacy of the Obama era,  has been opposed by the Trump administration and many Republicans, and it was the subject of a lawsuit filed by the National Association of Manufacturers. Now some progressives are also raising questions about the rule. Others, including the group that pushed most strenuously for its adoption, continue to argue it is working largely as intended, and dozens of rights groups from the area where it applies have voiced support for it.
