Foreign Whistleblowers are Encountering Obstacles

About 10 percent of SEC whistleblowers were from overseas in 2011 and 2012, the majority of them from the UK and China, but that percentage is likely to drop. New SEC rules and some recent case law have created obstacles, while whistleblowers from the PRC may run afoul of the Chinese state secrecy laws.
