FCC Considering Hybrid Approach To Net Neutrality

The FCC is considering a hybrid approach to the net neutrality issue, by bisecting the Internet ecosystem into “wholesale” and “retail” transactions. The proposal, according to the New York Times, would treat wholesale Internet transactions, meaning those between content providers and the Internet service providers, or ISPs, with regulations similar to those governing utility companies, and there could be no preferential treatment. In transactions between the ISPs and the consumer, some prioritization would be allowed. A formal proposal could come as soon as next month, the Times reports.
